About TCYS
Tuolumne County Youth Soccer is organized and operated as a 501(c)(3) non-profit organization.
The purpose of TCYS is to promote and administer the development of youth soccer in Tuolumne County and surrounding communities.
TCYS provides the opportunity for youth under 18 years of age to play in organized recreational soccer programs and in competitive soccer programs within the region, state-wide, national, and in international leagues.
TCYS is an affiliated league within the California Youth Soccer Association - Cal North (CYSA), the United States Youth Soccer Association (USYSA), and the United States Soccer Federation (USSF).
TCYS is majority all volunteer organization and relies on the local community to bring the game of soccer to our youth. Volunteers are consistently needed to coach TCYS soccer teams, to be TCYS Coordinators, and to be TCYS Board of Directors.

The President shall: 1. Provide leadership, inspiration, and direction to TCYS and its Board of Directors, coaches, referees, and players, during his/her term in office. 2. Call and preside over all meetings of the Board of Directors. 3. Cast a vote only when necessary to break a tie. 4. Appoint and remove, with the consent of the Board, Standing and Ad-Hoc Committee Chairs and members and non-voting/support positions. 5. Serve as ex-officio member of all committees. 6. Assure compliance with State, District, League, and Club rules and policies. 7. Oversee the execution of and sign all contracts for TCYS. 8. Ensure availability of On-Duty Board Member. 9. Act as spokesperson for TCYS in interactions with outside agencies, as authorized by the Board. 10. Attend all District VIII meetings and report all pertinent information to the Board. 11. Oversee and implement fingerprinting of all affected persons by a program that the Board of Directors designates. 12. Oversee the supervision and discipline of all non-volunteer support positions (“Paid Employees”). Paid Employees may only be terminated or suspended with the consent of at least two-thirds vote of the members of the Board of Directors present and voting. 13. Represent TCYS at CalNorth/CYSA events, including Presidents Meetings. 14. If the position of Treasurer is unfilled, then the President shall act as Treasurer. 15. Pick up and distribute mail to appropriate members of the Board of Directors, committee members and/or support personnel. 16. Conduct or supervise a mandatory annual coaches meeting for all TCYS coaches prior to the beginning of each recreational season and provide each coach with an approved Coaches Manual. Vice President

The Vice-President shall: 1. Assist the President in directing the operations of the League. 2. Assume the duties of President, in the President’s absence. 3. Serve as the Chairperson for the TCYS Protest, Appeals, and Discipline Committee (PAD). 4. Serve at the President’s direction as ex officio of committees in the President’s stead. 5. Monitors and manages ongoing duties and/or action items of board members and committee members.
Secretary

The Secretary shall: 1. Prepare the agenda for all meetings and send it, via email, to the Board members seven (7) days prior to the meeting, and post it on the website. Prepare agendas for Special Meetings 72 hours in advance and on the Website. Distribution of the agenda shall constitute notice of the meeting. 2. Attend and keep an accurate recording (“minutes”) of all League meetings. Send a draft of the minutes, via email, to the Board members within seven days of the meeting. 3. Submit approved meeting minutes to the Board of Director and webmaster for posting on the TCYS website within seven days of the meeting, at which the Board of Directors approved the minutes. 4. Handle insurance issues, including (1) obtaining Certificates of Insurance from CalNorth/CYSA and filing them with all organizations, whose property TCYS uses to carry out its programs and (2) filing all insurance claims and maintaining the records of said claims. 5. Give notice of the date, time, and location of the AGM to the Board and membership at least thirty (30) days prior to the meeting. 6. Provide to CYSA, through District VIII, any changes to the TCYS Constitution, Bylaws, Specific Rules, and/or governing documents within 90 days of the formal adoption of the change. 7. Complete and provide to District VIII all Affiliation paperwork as required and proof of Directors’ Insurance. 8. Maintain the 532-KICK phone line, including organizing and updating voice mailboxes, and returning incoming calls in a timely manner.
Treasurer

The Treasurer shall: 1. Have charge and custody of all TCYS Funds and keep full and accurate accounts of all receipts and disbursements. 2. Send statements for unpaid receivables, including fees, sponsor fee, and bounced checks. 3. Deposit all moneys in a bank approved by the Board and in the name TCYS. 4. Pay all accounts by check that bears two (2) signatures from the Executive Committee as defined by CalNorth/CYSA 20401. 5. Report the current balance of all accounts and an estimate of outstanding bills at each regularly scheduled meeting of the Board. 6. Prepare and present an annual report of the season’s financial activity and present it at the AGM. 7. Prepare and present a proposed budget to the Board at the first regularly scheduled meeting after the AGM. 8. Maintain a separate accounting for each SUSC and TCU team and ensure that the accounts do not become overdrawn. 9. Submit all records and books to an audit committee when required. 10. Obtain the approval of the Board of Directors for any expenditure in excess of $400.00 11. Maintain the appropriate files relative to the duties outlined above, and relinquish them to the President upon leaving the office. The President shall provide the files to the incoming Treasurer. These files are the property of TCYS. 12. Submit to the appropriate agency all documents and records necessary to maintain TCYS’ non-profit status in conformance with the Internal Revenue Code, section 501(c)(3). 13. Arrange for, and cooperate fully with, the preparation of the annual TCYS tax return by an independent Certified Public Accountant in accordance with non-profit corporation requirements. 14. The Treasurer can be a non-voting and/or paid position. 15. The Board of Directions may appoint a professional accountant or CPA to perform all or any portion of the duties of Treasurer.

The Registrar shall: 1. Represent TCYS in a professional and courteous manner at all times. 2. Handle all TCYS registration needs for recreational, SUSC, and TCU teams, including preparation and distribution of Coaches Folders, golden rods, and Form 1601s, determining deadlines, and distributing related information to all interested parties. 3. Input all information into District VIII data bases as needed to properly register teams, coaches and players. Ensure compliance with District VIII registration rules. 4. Communicate with District VIII Registrar as needed. 5. Attend CYSA’s Annual Meeting (AGM), and the registrar’s seminar. 6. Attend Registrar’s meeting. 7. Prepare all forms for registration mailing. 8. Oversee distribution of registration packets to schools (via district office), pre-schools, Big 5, and other appropriate locations. 9. Flag registration forms for potential coaches/sponsors and distribute the information to the applicable Age Group Director for recruitment. 10. Process refund requests. 11. Assist Age Group Directors with initial team formation based on TCYS approved guidelines. Attach registration forms to rosters. 12. Ensure all registration payments are processed according to District VIII policy. 13. Input coaches, sponsors, uniform colors into appropriate League/District Databases. 14. Maintain all non-financial league software necessary for (1) registering players and coaches; (2) forming and outfitting teams; (3) setting playing schedules; and (4) tracking contact information for players, parents, referees, volunteers, and potential volunteers. . 15. Move players to different teams as approved by board. 16. Provide all information requested by other league officials, including, but not limited to, labels, team lists, and coaches lists. 17. Complete paperwork for adds, drops, and transfers and provide update paperwork to appropriate recipients. 18. Prepare necessary reports for Information Booth binders. 19. Keep records of all TCYS coaches and assistant coaches, including: licenses (includes maintaining copies), Disciplinary Actions, and any other information. These records are the property of TCYS. The Coaching Director shall: 1. Make recommendations to the Board of Directors regarding educational opportunities, such as soccer camps and coaches’ classes. Schedule these opportunities as approved by the Board of Directors. 2. Initiate and carry out ongoing player/coach training sessions and set goals for coaches of different age groups. 3. Assist Age Group Directors to set maximum and minimum numbers of players on teams in different age groups, field sizes, and game times. 4 Attend any hearing and/or meeting as required. 5. Oversee and work with the Technical Director.
Sierra United SC Director

The Sierra United Soccer Club Director shall: 1. Act as Chairperson to the SUSC Committee. 2. Administer SUSC rules and guide competitive coaches and teams. 3. Schedule and organize tryouts for competitive teams that will be registered with TCYS. 2. Recruit coaches, in conjunction with the Coaches Director. Final approval of all competitive coaches shall rest with the TCYS Board. 3. Assist the teams to properly register their players with the TCYS League registrar in a timely manner. 4. Stay informed and disseminate information all rules, fees, and disciplinary actions related to SUSC teams and the respective district playing leagues leagues in which they participate; and inform the Board, coaches, and members as appropriate. 5. Ensure TCYS is represented at all District VIII meetings as needed. 6. Report in writing to the TCYS Board regarding issues since the prior written report and issues anticipated prior to the next written report, including issues related to the teams, game schedules, tournaments, problems and proposed solutions. 7. Ensure that no coach, trainer, or other person is paid to participate as a member of any SUSC team without prior written approval of the TCYS Board. Only the League or designated SUSC treasurer shall disburse funds to any individual who has entered into a contract to be paid for performing services, such as training. 8. Assist SUSC coaches in the preparation of any necessary forms or documents, such as those necessary for entering tournaments. 9. Notify the League Referee Director of games to be played in the geographical area of TCYS. 12. Ensure that each SUSC team has the minimum number of TCYS players that live with-in TCYS boundaries as established by the TCYS Board, unless otherwise approved by the TCYS Board of Directors.
Operations Director

The Operations Director shall: 1. Oversee operation of all facilities and equipment owned or used by TCYS recreational soccer program. 2. Handle any equipment concerns that may arise. 3. Order new equipment each year as necessary to meet the needs of the recreational program. 4. Coordinate the set up and tear down of TCYS equipment and fields at Standard Park on game days for the recreational program. 5. Train all Field Marshalls prior to the start of the recreational season regarding setting up and tearing down the fields and field equipment, including the proper anchoring of goals, and the overall safety of the fields and equipment. 6. Coordinate any needed repairs to TCYS equipment and fields. 7. Organize and distribute team equipment at the coaches’ meeting for the recreational program. 8. Organize and account for the return of equipment from coaches after the recreational season. 9. Assure the proper and safe storage of TCYS equipment when not in use. 10. Report annually at the May meeting of the Board of Directors regarding the status of the equipment for the next Recreational Season, including balls, ball bags, goals, goal nets, and cones. 11. Age Group Director

All Age Group Directors shall: 1. Recruit and confirm a coach for each team in each age group by deadlines set by the TCYS Registrar and submit a list of proposed coaches to the Board of Directors, at least 30 days before season. This process can be done using e-mail communications. The Board of Directors must approve each coach. 2. Assist in the distribution of materials at coaches’ meetings, including materials designated in the Coach Directors description, manual, modified rules, TCYS policies, Golden Rods, and 1601s. 3. Assist in providing the TCYS Registrar with completed Coaches CalNorth/CYSA Registration Forms, Ethics Forms, and any other required documentation for each coach and assistant. 5. Ensure that each coach in each age division has been fingerprinted by a program that the Board of Directors designates. 6. Notify all coaches in the age group of relevant information, such as TCYS expectations, rule changes, All-Star or other tournaments, pictures, fundraising, and uniforms. 7. Help create teams based on TCYS guidelines.
Referee Director

The Referee Director shall: 1. Recruit and supervise all TCYS referees. 2. Maintain in a binder all necessary paperwork on referees, including licensure, contact information, and a signed independent contractor contract; and give the binder to the President at the end of the Referee Director’s term. 3. Oversee the scheduling of sufficient appropriately rated referees for all TCYS, TCU, and SUSC games played within the TCYS territory. 4. Evaluate referees regularly to rate their abilities. Provide information to the referee scheduler to ensure proper scheduling of referees. 5. Handle any complaints regarding referees made by players, spectators, or coaches at the approximate time of play. 6. Schedule at least one in-house referee meeting and training session prior to each year’s recreational season, and at least one training session immediately following the end of each year’s recreational season. 7. Schedule referee license clinics and supervise the licensing of new referees. This includes license renewal and upgrading for existing referees. 8. Guide referees with respect to enforcing the Laws of the Game, modified rules, and safety. 9. Supervise the Referee Mentors and assist with the fulfillment of assigned duties. Ensure continuing education of referees during the season. 10. Submit a written report to the Board of Directors to include the referee activity at each AGM. 11. Maintain an up-to-date Referee Director’s Manual that records all activities of the position. The manual shall be the property of TCYS and given to the new Referee Director at the end of the term.

Uniform Coordinator

The Uniform Coordinator shall: 1. At the regular March meeting, submit a written report to the Board of Directors that projects the expected uniform needs for the next recreational season. 2. Order uniforms for each recreational, TCU, or SUSC team from the vendor designated by the Board of Directors. The Uniform Coordinator shall order the uniforms so that they arrive by a deadline to be set by the Board of Directors. 3. Coordinate uniform lettering to reflect sponsorships. 4. Distribute all uniforms to TCYS teams. 5. Maintain an inventory of all TCYS uniforms. 6. Monitor and act on all TCYS uniform problems. 7. Store and account for all undistributed uniforms.

The Referee Scheduler shall: 1. Work under the supervision of, and regularly communicate with, the Referee Director to ensure that appropriately rated/qualified and proper number of referees are assigned to all TCYS, TCU, and SUSC games. 2. Fairly and equitably assign games to qualified referees to competitive games. 3. Attend referee assigning class. 4. Collect game cards, process referee hours/games weekly, and submit appropriate compensation information to the TCYS Treasurer. 5. Communicate with referees to fill schedule vacancies. 6. Confirm that the referee sign-up program is working properly and that the appropriate number and rated/qualified referees are assigned to all games. 7. The Field Marshall shall: 1. Work under the supervision of the On-Call Board Member and Operations Director. 2. The Board shall appoint as Field Marshall a person that is able to interact professionally and effectively with people that are angry, rude, frustrated, and potentially threatening. 3. The Field Marshall position shall be shared between two persons, the first shall be present at Standard Park on game days from 7:00 a.m. to 1:00 p.m., and the second shall be present from 12:30 p.m. to 6:30 p.m. 4. Open and close Standard Park on game days. 5. Assist the Operations Director in making field equipment available to coaches, including goal/nets, flags, pinnies, and garbage cans, and ensuring that the equipment is properly and safely used, including the anchoring of goals. 6. Assist the Operations Director with rotating goals as necessary. 7. Assist with setting up and tearing down fields as necessary. Ensure that all equipment is safely put away. 8. Refer to the Referee Director and/or Referee Mentor any problems or complaints relating to referees. 9. Promote and remind parents, coaches, and players of TCYS and District VIII rules of acceptable sideline and game conduct. The Field Marshall has the authority to “send off” any person associated with TCYS that exhibits unacceptable behavior. If the person refuses, or if the Field Marshall is otherwise unable to resolve a problem, then the Field Marshall shall contact the On-Call Board Member. The Field Marshall may not ignore or make any allowance for any conduct that violates any TCYS or District VIII rule. 10. The Field Marshall shall also act as or assist the Information Booth Officer, whose duties are outlined in the Specific Rules and/or appendix. Aside from this, however, the Field Marshall shall spend most of his/her time patrolling Standard Park or any other facility used by TCYS. 11. TCYS Specific Rules contain further qualifications, requirements, and responsibilities.
Awards/Photo Coordinator

The Awards/Photos Coordinator shall: 1. Submit a written report to the Board of Directors at the regular March meeting that projects the expected needs for photo and awards, and propose one or more vendors with bids for each. 2. Awards: Enter into a contract with the awards vendor as directed by the Board of Directors, distribute awards to the appropriate coaches, resolve complaints regarding the awards, and coordinate awards for end-of-season tournaments as necessary. 3. Photos: Enter into a contract with photo vendor as directed by the Board of Directors, coordinate and supervise picture days, distribute team pictures and Sponsor Plaque to the appropriate coaches, and refer complaints regarding the photos to the photo vendor. 4. Sponsorship Coordinator

The Sponsorship Coordinator shall: 1. Solicit new sponsors and follow-up with prior sponsors. Send all sponsors a sponsor contract and follow-up as necessary to obtain an authorized signature. Maintain a binder containing all signed contracts. 2. Arrange for the sponsor to handle all financial arrangements directly with the TCYS treasurer. The Sponsorship Coordinator is not authorized to handle any payments personally. 3. Match sponsors to teams, working with the Registrar, Age Group Directors, and Uniform Coordinator to coordinate sponsor requests for specific teams, colors, or other issues. 4. Obtain print-ready artwork (business logos) from the sponsors and give to the Uniform Coordinator and Website Coordinator. 5. Help with the distribution of uniforms and information to coaches at the annual coaches meeting. 6. Coordinate with photographers to order and prepare for distribution sponsor plaques. 7. Send out “thank you” letters to sponsors that solicit support next year. Ensure sponsors receive their plaques. 8. Report at monthly meetings of the Board of Directors in person or in writing, as necessary. 9. Maintain an up-to-date Sponsorship Coordinator Manual that records all activities of the position. Fundraising Coordinator

The Fundraising Coordinator shall: 1. Research and report to the Board of Directors fundraising options. 2. Communicate and coordinate with fundraising companies as necessary. 3. Obtain advertising materials from the fundraising company selected by the Board of Directors, including flyers and posters. 4. Provide advertising flyers to be included in the coaches’ folders. 5. Advertise the fundraiser, including placing flyers in the Free Kick and coaches folders, and placing posters at Standard Park on game days, and using other methods. 6. Provide coaches with fundraising information and materials, set deadlines for collection and pick-up times. 7. Collect orders. 8. Assist Treasurer with the collection of funds and deposits. 9. Receive, separate and distribute fundraising materials, including organizing any necessary volunteers to help. 10. Distribute prizes as necessary. 11. Resolve complaints regarding fundraising, subject to review by the Board of Directors. 12. Report at monthly meetings of the Board of Directors in person or in writing, as necessary. The Referee Mentor shall: 1. Work under the supervision of, and regularly communicate with, the Referee Director. 2. Guide referees regarding the proper application of the Rules of the Game and/or TCYS Modified Rules. 3. Assist the Referee Director to supervise referees and evaluate their performance for continued education, advancement in age groups or competitive refereeing. 4. Ensure that referees’ uniforms comply with TCYS Specific Rules and/or Appendix. 5. Submit to the Referee Director a written report after each shift regarding any actions taken, concerns, or observations. 6. Address complaints as directed by the Field Marshall or Board Member. 7. Must, as an experienced, current, and mature referee, deal with spectator and coach questions and challenges regarding referee issues. 8. Comply with other duties required by the TCYS Specific Rules or Appendix. 9. Assist the Referee Director in evaluating referees.

The All-Stars Chairperson shall: 1. Organize the TCYS Recreational All-Star Program. 2. Provide fliers and other information at the Coaches’ Meeting. 3. Recruit coaches and coach mentors. 5. Work with uniform coordinator to order and distribute All-Star T-Shirts. Field Coordinator

The Field Coordinator shall: 1. Schedule all field usage in Tuolumne County for recreational and competitive soccer teams, including fields for practices, games, camps and other events. 2. Submit completed field-use forms to the President for approval and signature, and deliver the field-use form to the field location. 3. Attend annual Coaches Meeting with prepared practice field sign-up sheets showing practice field availability. Oversee practice field sign-ups. 4. Pre-schedule all competitive games in Tuolumne County at Sonora High School or Columbia College. Adjust usage times as the final competitive game schedules change. 5. Attend Board of Directors meetings as necessary. Report to the Board of Directors any issues regarding field usage, such as unsafe field conditions, TCYS misuse of fields, and requests for field fees.
TC United League Coordinator

The Tuolumne County United League Coordinator shall: 1. Work with the Board of Directors to prepare a season budget and determine registration fees. 2. Advertise and promote the CalNorth/CYSA winter leagues to eligible players and coaches living in the geographical area of TCYS, including providing for coach and player sign-ups at the Info Booth during recreational season. 3. Provide for coach and player sign-ups during the Recreational Season and at high schools. 4. Recruit coaches for each genders in each age division of the winter leagues. 5. Submit a list of potential coaches to the Board of Directors for approval. 6. Organize fields, evaluators, and oversee two (2) tryout dates for all age/gender groups. 7. Assist coaches with team registration procedures. 8. Obtain permission to use practice fields and negotiate lighting costs. 9. Attend winter league meeting(s) provided by District VIII.
Publicity Coordinator

The Publicity Coordinator shall: 1. Advertise registration for TCYS and its affiliated programs through the newspaper, schools, radio station, and other applicable sources. 2. Notify newspaper and radio of all TCYS, TCU, and SUSC events, including registration dates, opening day, player clinics, and any special wins or other successes. 3. Hang posters for registration throughout the community. 4. Prepare newsletters. 5. Prepare the Free Kick website postings. 6. Solicit members and others for links and other information for posting on the TCYS website.

The Recreation Special Events & Tournament Coordinator shall: 1. Organize the TCYS Recreational Tournament using current CalNorth/CYSA Tournament Rules. 2. Provide fliers and other information at the Coaches’ Meeting. 3. Promote and advertise the Recreational Special Events throughout the regular Recreational Season, including providing information and sign-up materials to coaches. Notify the media of Special Events. 4. Work with Referee Director and Referee Scheduler to assign referees. 5. Work with Game Scheduler to schedule fields and games. Create “flights” based on season record and working with the coaching director and SUSC Director. 6. Work with awards coordinator to order medals or trophies as approved by the Board of Directors. 7. Game/Photo Scheduler

The Game Scheduler shall: 1. Complete an initial study of the number of teams, games per division by appropriate game length to ascertain the game slots needed. 2. Create tentative game schedule using Board-approved software that allows for (a) differing game lengths across age divisions, (b) the half-time, (c) time between games, (d) daylight savings time, (e) any additional time necessary to move goals for different age divisions using the same field, (f) division of the season into halves, or (g) an end of season tournament. 3. Work with the Awards/Photo Coordinator to schedule dates for the team photos. 4. Modify the tentative schedule to resolve conflicts in field use and time conflicts for coaches with multiple teams, and to reflect a photo time slot for each team. 5. Print and distribute final game schedule to the Referee Scheduler, Registrar, Age Group Directors, Operations Director, and Field Marshall.
